About Tri-Roads Planning District

The Tri-Roads Planning District provides coordinated land-use planning, development oversight, and building permit services for the Municipality of Russell-Binscarth and the Rural Municipality of Riding Mountain West. Formed to support smart, sustainable growth across the region, the District ensures development is well-planned, safe, and aligned with the long-term vision of its member municipalities.

Through its Development Plan and Zoning By-Law, Tri-Roads guides how residential, commercial, industrial, agricultural, and recreational lands are used. The District works closely with local councils, residents, and businesses to encourage economic opportunities while protecting community character and environmental assets.

The Planning District Office manages building, plumbing, and development permits, provides by-law enforcement, and supports property owners and contractors through every stage of the approval process.
